PROJECT'S PROFILE

In Peru, there has not developed a national politics of development of the indigenous communities and intercultural bilingual education for the settlers who have an indigenous mother tongue. Till not long ago the political governmental ones referred to education and development, as well as to the approach of the agencies of cooperation that gave support to these, there did not bear in mind the ethnic cultural characteristics and associate the indigenous settlers; in this context in spite of some small but significant efforts, the education in these areas continues highly careless.

At present in Peru a limited number of indigenous Amazon young people have access to the university, like that education there is had that in the Universidad Nacional Mayor de San Marcos study 118 young people belonging to 14 ethnic groups, who as soon as they initiated their university studies they show low self-esteem, psycho-pedagogic capacity diminished, capacities of synthesis, reading and writing and verbal and mathematical reasoning, they did not have medical insurance and scarce economic resources. Apart from the previous one we can also see, problems of insertion to the educational system and feelings of frustration and defeat, which does that a tall number of them leave their university studies before concluding them.

The problems of academic order originated in poor education at primary and secondary school, being more critical in women for it the parents send their daughters to work outside the communities, in order to avoid precocious pregnancies. Regrettably this is without considering "interculturality as concept of educational success" in order to not present themselves with problems neither of self-esteem nor of prejudices before the exchange between different cultures.

It is necessary to considered that the intercultural dynamics constitute and re-do the dialogues with others, which as any human phenomenon is subject to the relations of power; the challenge is that these happen horizontally, in the measurement that the universal rights are respect. Interculturality becomes a means and an end to resist the relations of domination that express themselves in the socioeconomic and political ambiences. Likewise, it is necessary to complement the academic and psychological aspect with the reinforcement of the leadership and the change actitudinal, towards behaviours that joint positively the changes that could happen for the sake of the communities to which the indigenous students belong.

Before this political and human challenge the Universidad Nacional Mayor de San Marcos, by means of an agreement with the University of Saskatchewan of Canada, implemented and developed the first phase of this pilot project, achieving, for the first time, that a group of indigenous Amazon young people reach the level of university average pupil - with better resources - and to compete on equal terms; so that, as soon as their attitudinal studies and formation were concluded, they will be able to be inserted to the socioeconomic encompassed system and be employed in the future at their communities development , considering to be a professional and personal goal the change of the current situation, economic alienation and social, cultural, political negligence through the Amazon communities in the present.

Nevertheless for the success of this first stage, it is necessary to consider the existence of 5,818 Rural Communities in Peru, wherefrom there depart the axes of conservation and handling of the vegetable and animal resources of the Andean region. Also, these communities allow the conservation of the socio-cultural identity of a wide sector of the Peruvian population and demonstrate the existence of diverse human groups inside the country. Nevertheless, in spite of the transcendence their agro biodiversity and the grant cultural contribution that they offer to us, lack of political public promotion and protection of these.

For such motives, taking in account the Andean problems - that has out of necessity to be impelled socio-economically from their biological and cultural mega diversity - it is that from the year 2007, the Project initiates the second phase, extending its ambience of action towards the Andean region, looking that a group of young students from different indigenous Andean and Amazon communities of the country, be able to prepare their research dissertation- subsidizing part of this one - and that, once concluded, could be applied as project of development in their respective communities.

The principal target is to contribute with the formation of indigenous professionals that by means of their research and the practical application of the same ones, they are actors of the development of their communities of origin, contributing with solutions to the problems that their peoples face, and committing themselves to the improvement of the social and economic conditions of the indigenous population of Peru. Also, we believe substantial to contribute in the strengthening of the Andean and Amazon cultures, through the recovery, conservation and diffusion of their native languages, for such effect we will select indigenous students with mastery of their written and spoken language, for teaching and designing didactic material for the Linguistic Program. Equally, we will develop workshops and seminars of public interest, in order to qualify students, teachers, and public in general, generating proposals according to the beginning of sustainability, for the sake of the indigenous communities of the country.
